-- getting passed this fiscal cliff by creating another one with the debt ceiling. the best way out -- we passed a bill yesterday on the floor, it passed 98-0. that does not make news. it came out of committee -- a defense authorization bill. you had a majority and minority that work together. all kinds of amendments that were agreed to and voted on. and it passed. that is what we have not been doing. we have had bills come out of both leader offices, airdrop on the floor, that are intended not to pass but to show differences. if we can not just through regular -- go through regular order, things would be just fine. >> they have regular order in the house. >> regular order in the house has not brought compromise. i would like to see things go to regular order. i am a big proponent of allowing them to work -- we do need to recognize that in the era of divided government, where you have one party in control of the white house and another in control of the house, you are going to have a lot of give and take. in that environment, commonplace is essential. it -- if you go through the last campaign, it is not that big of an area. compromise is required. give-and-take -- peop

already go up, and that's before we get to whatever happens with the fiscal cliff. this is an arbitrary, across-the-board tax increase. the combination of which will mean that if we are unable to resolve the fiscal cliff without raising taxes, we'll already see a lot of new taxes as a result of the health care law on financial transactions, on insurance programs, on every single working american. so that's why we have our speaker, john boehner, trying to present president obama with an alternative that says rather than raising taxes which is already going to happen on january 1 from this massive new tax increase that was in the health care bill, why don't we find a way to understand and have the economy take that in hand first? i know the president stood here at the state of the union address and said we're not going to spend one dime of taxpayer money. i know the president stood here and said every single american can keep your own insurance plan. i know the president has made these promises to the american people and these are things that we're going to have to understand about january 1 next year. and i believe that's why we need to have john boehner be successful and the president to make sure we avoid further tax increases because we already have a massiv

avoid this it -- the so-called fiscal cliff terry he and president obama spoke on the phone this evening after both sides exchanged new proposals. >> most of it was based on testimony given last dear -- lasest year. we have to cut spending. he is right. washington has a spending problem. we are broke. approach. a lot of people know that the president and i met on sunday. it was a nice meeting. it was cordial. we're still waiting for the white house to see what spending cuts the predent is willing to make as part of the balanced approach that he promised the american people. where are the president's spending cuts? the longer the white house slow walks this process the closer our economy gets fought fiscal cliff. -- gets to the fiscal cliff. here's what we know. we know that the president wants more stimulus spending and an increase in the debt limit without any cuts or reforms. that's not fixing our problem. frankly, it's making it worse. on top of that, the president wants to raise taxes on many small business owners. now, even if we did exactly what the president wants, we would see red ink as far as the eye can see. that's n
